During the month of May, the Shelter Cluster worked on finalizing its strategy which is now published. The strategy includes an update on the needs of internally displaced, returnee, and non-displaced people affected by the crisis and damage to their homes and also clarifies the approach of the Shelter Cluster partner in providing shelter and NFI assistance. Non-State Armed Groups announced a week long lockdown during the week from the 16th to the 20th of May, this impacted the ability of Shelter Cluster partners to proceed with their distribution of activities as normal. 

During the month of April, The Shelter Cluster had two workshops in each region of the Northwest and Southwest. The workshops focused on reviewing and analysing the results of a Plan International household assessment on shelter needs and also the OCHA Multisectoral Needs Asssessment and in brainstorming for how the strategy could be updated to better address those needs. During the reporting month, Shelter Cluster partners continued to implement, while mostly conducting activities for beginning the implementation of their programs in the second quarter of the year. In the month of March, the Shelter Cluster introduced an interactive dashboard to operationalize the information that partners are reporting from the Cluster 5W and to improve coordination between partners. During the Shelter Cluster meeting for the month of April, partners gave their feedback on eventual updates they would like to see in this dashboard.

During the reporting month, the Shelter cluster conducted its cluster coordination performance monitoring. The cluster coordination performance monitoring highlighted that the cluster needs to work on improving its core function in the areas of advocacy, technical coordination, integration, resource mobilization, legal and regulatory issues (housing, land, and property particularly), and accountability to affected populations. During the reporting month, 5 Cluster partners submitted reports to the Shelter Cluster’s 5W before the reporting deadline. This represents only 36% of the total number of partners that were reporting to the Cluster in 2021. 21,365 individuals (3,561 households) were assisted of which 11,622 individuals (1,937 households) are displaced in the Northwest and 9,743 individuals (1,624 households) in the South West.

The confrontations between Government Security and Defense Forces (GDSF) and non-State armed groups continue in both the North-West and South-West regions , caused the displacement of least 48,114 people ( 9,623 households) from January to June 2021 (according to the IOM DTM)  and  humanitarian workers continue to contend with challenges in the discharge of their duties . As the recent incident in June shows, almost the entire village of Infung was burned down by herders during the battle, and much of the village lost its homes and possessions.

The number of people affected by the crisis in the North-West and South-West increased significantly in 2020. This significant increase can be explained by several factors. First, the continued deterioration of the security situation that has led to more displacement and increased needs.
